The film features Chittenden County's Rapid Intervention Community Court, which works to get to the root of minor offenders' problems, including addiction, PTSD, and mental illness. The film focuses on the opioid epidemic, and follows my brother-in-law, Emmet: a former police officer who is now coordinator for RICC. Emmet worked for the Burlington Police Department for over 30 years. In his words: "treatment has to trump jail". His connection to the community and history within it provide unique perspectives on how to help.
